Talks in Istanbul to target Iran's purer atom fuel

JERUSALEM/DUBAI (Reuters) - Talks this week on Iran's nuclear standoff with the West will resume in Istanbul, Iranian media said, while the U.S. and its allies look set to demand an end to high-level uranium enrichment and the closure of a facility built deep under a mountain.

Friday's return to negotiations after a year of tightening sanctions over what the West believes is a program to develop nuclear weapons had been in doubt after Iran and the P5+1 countries - the United States, Britain, France, Russia, China and Germany - released conflicting statements about the venue.

Tehran had voiced concerns about holding them in Turkey, whose opposition to President Bashar al-Assad has angered the Islamic Republic.

"After weeks of debates, Iran and the six world powers agreed to attend a first meeting in Istanbul," the semi-official Fars news agency reported, citing unnamed sources. State-run English language Press TV carried the same report.

The Fars news agency also said the sides had agreed to a second round of talks in Baghdad if there was progress in Turkey. There was no immediate comment from the world powers.

The New York Times on Saturday cited U.S. and European diplomats as saying the United States and other Western nations planned to demand that Iran immediately close and ultimately dismantle a recently completed nuclear facility under a mountain near the Shi'ite Muslim holy city of Qom.

They will also call for a halt in the production of 20-percent enriched uranium and the shipment of existing stockpiles out of Iran, the newspaper said.

Iran says its program is for power generation and producing isotopes for medical purposes, but the U.N. Security Council has demanded a full suspension of enrichment, both to the 20 percent and the 3.5 percent level.

Iran has enough 3.5 and 20 percent-enriched uranium for around four bombs if refined further to about 90-percent purity, Western experts say.

Earlier on Sunday, Israel, which has also demanded an end to all enrichment and has threatened attacks on its arch-foe's nuclear facilities if diplomacy fails, signaled it would accept, as a first priority, the Western powers focusing on stopping 20-percent enrichment.

"We told our American friends, as well as the Europeans, that we would have expected the threshold for successful negotiations to be clear, namely that the P5+1 will demand clearly that - no more enrichment to 20 percent," Israeli Defense Minister Ehud Barak said in an interview with CNN's Fareed Zakaria GPS to be aired on Sunday.

Iran's stocks of 20 percent-pure uranium should be removed "to a neighboring, trusted country", Barak said, according to an advance transcript of the interview.

EASE THE DEADLOCK

While Iran says it has a sovereign right to peaceful nuclear technology, it has at times appeared more flexible regarding 20 percent enrichment, which it began in early 2010, and some experts say that initially getting Iran to stop this higher-grade work could open a way to ease the deadlock.

It is not clear what Iran would expect in return, but an easing of some of the sanctions, which include an oil embargo by the European Union, might be among them.

Asked about Barak's comments to CNN, another Israeli official confirmed that Prime Minister Benjamin Netanyahu's government was focusing lobbying efforts on Iran's 20-percent pure uranium, but said the long-term goal remained the ending of all its enrichment work.

"The understanding that has emerged in our contacts with the powers is that there should be a staggered approach," the official told Reuters on condition of anonymity.

There was scant encouragement from Iran to signal it was ready for concessions.

The head of its parliamentary committee for national security and foreign policy, Alaeddin Boroujerdi, said late on Saturday that the Western powers would soon have to accept the reality of the country's nuclear advances and warned that "confronting the Islamic Republic will not be to their benefit".

"Honorable Iran will continue the debate about peaceful nuclear energy, and that moment isn't far away when the world will see that arrogant countries, led by America and Europe, will accept the reality of nuclear advances and Iran's membership into the nuclear club."

He added that despite the climate of threats and sanctions, Iran had made great progress in its nuclear capability and was proficient in all stages of enrichment from mining raw uranium in Iranian mines, producing yellow cake (concentrated uranium powder), building centrifuges and injecting uranium gas into them.

In February Iran announced it had loaded domestically made fuel rods into the Tehran Research Reactor, which produces radio isotopes for medical use and agriculture.

International sanctions are aimed at depriving the regime of funds and technology to further the nuclear program and are squeezing its vital oil exports and government finances.

Isn't it 'marvelous?' Obama seeks to define Romney for voters

WASHINGTON (Reuters) - When President Barack Obama criticized Mitt Romney by name this week for embracing a controversial Republican budget proposal, he worded his attack carefully and with bite.

"(Romney) said that he's 'very supportive' of this new budget, and he even called it 'marvelous' -- which is a word you don't often hear when it comes to describing a budget," Obama said during a speech on Tuesday, before adding:

"It's a word you don't often hear generally."

The desired effect was clear: tie Romney directly to mostly unpopular plans for budget cuts and emphasize that the former executive is out of touch by lampooning his use of a seemingly out of date adjective.

After watching quietly while Republican candidates fought each other, Obama is now trying to define his likely opponent in November as an out-of-touch multi-millionaire who would cut social programs for the elderly and the middle class while promoting policies to help the rich.

Obama's riff on Romney's use of the word "marvelous" to describe Representative Paul Ryan's budget plans carried a subtle message.

"It's a word you kind of associate with the upper class, and I think that the intention was to tweak Romney for being wealthy and, you know, sort of brought up in the kinds of circles where they would say ?marvelous,'" said Kenneth Sherrill, a political science expert at New York's Hunter College.

"That's trying to get under his skin a little bit."

The attack - which Obama repeated at a fundraiser on Thursday night - is a sign of things to come.

Obama's campaign has worked steadily to construct an image of an insensitive and patrician Romney even before he wins the Republican nomination, hoping to create a caricature that sticks with voters once the election officially becomes a two-man race.

Romney has made similar efforts to define Obama, portraying him as unprepared and unable to handle the country's economic challenges. And he began the process earlier, deliberately focusing his critiques on the president rather than the other Republican challengers.

The back and forth is a foreshadowing of what is likely to be a very nasty campaign. Hunter College's Sherrill said both candidates were likely to get very negative.

"This will be a spectacularly aggressive and negative campaign in the general election," he said. "I think that the principals - the candidates themselves - are going to go after one another pretty strongly."

NASTY CAMPAIGN AHEAD

Yet former constitutional law lecturer Obama can only go so far with charges that Romney is an elitist.

"It looks to me like what Obama's trying to do is two things: one is run on class warfare ... and (two) just demonize his opponent," said Charlie Black, a former adviser to 2008 Republican nominee John McCain who is now advising Romney.

"A president who's also wealthy and went to Harvard is not going to win on class warfare."

Obama's campaign is already drawing contrasts in areas where it perceives Republicans to be weak. Obama regularly brings up his support for immigration reform at political fundraisers, a dig at Romney's hard line against illegal immigration.

Hispanics, who could provide the swing votes needed to win battleground states such as Colorado and Nevada, largely back Obama in polls.

His campaign is also targeting women, another critical voting bloc that Democrats want in their column.

Obama spoke at a conveniently timed forum on women and the economy at the White House on Friday, making reference to influential women in his life as well as his appointment of two women to the Supreme Court.

This line seems to be working. Polls show support for Obama among women is increasing, while Republicans have lost ground due to conservative stances on birth control.

On healthcare, Obama advisers gleefully describe the president's 2010 reform law as modeled on Romney's own effort in Massachusetts, reminding conservative Republicans of the candidate's moderate past

Obama will also bring renewed attention on Tuesday to the so-called "Buffet rule," a measure to raise taxes on the wealthy, which Republicans oppose.

"Obama's smart enough to know ... (that) many people in the public are perceiving Romney as an elitist who does not have sympathy for workers or the poor," said Mark Rom, an associate professor of government at Georgetown University.

"Anything he can do to reinforce that image, he'll take the opportunity to do."

But with unemployment still high and job creation advancing only slowly, Republicans see an opening, no matter how much Obama defines himself as a middle class champion.

"Middle class voters want to see economic growth and more jobs. They're anxious about the future of our economy," said Romney adviser Kevin Madden.

"Middle-class Americans have lost faith in President Obama because his basic message in this economic slowdown is that 8 percent unemployment is the new normal, and other rising cost pressures like high gas prices and rising health care costs are all someone else's fault."

Navy jet crashes into Virginia apartment complex

A military jet burns shortly after crashing into an apartment complex in Virginia Beach, Va., on Friday around noon. The aircraft went down in the sprawling resort town shortly after it took off, the Navy said.

Updated at 9:45 p.m. ET: Emergency crews extinguished fires and were combing rubble?at a cluster of apartments in Virginia Beach, Va., Friday after a Navy F/A-18 jet crashed into the complex, destroying two buildings and damaging several others, authorities and witnesses said.

Seven people, including the two pilots, were taken to a hospital, officials said.?By Friday evening, all the injured except one pilot were treated and released, officials said. None of the injuries were life threatening and?no fatalities were reported.

Firefighters at the complex had not been able to get in touch with three residents, who are being classified as "unaccounted for," however they were not being considered "missing,"?NBC News reported on Friday evening.

The crash was caused by a "catastrophic mechanical malfunction" that forced the two pilots to eject, Capt. Mark Weisgerber, deputy commodore of Strike Fighter Wing Atlantic, said at a news conference. He said the pilots were a student and an experienced instructor. He said he didn't want to speculate on the specifics of the malfunction.

One pilot was briefly tangled at the crash site and had to be freed from the wreckage by residents, David Schleck, assistant city editor at the Virginia Pilot, told msnbc cable television.

"(The pilot) was snagged on the burning building," said Schleck. "They actually cut him free from the building and then emergency crews showed up a little bit later and were able to get him a safe distance from the burning building."

A Navy official told NBC News that both pilots were taken to a hospital to be checked out.

"They were ambulatory," the official told NBC.

The buildings were in the Mayfair Mews Apartments, about four miles northeast of the Naval Air Station?Oceana, where the jet had taken off. Virginia Beach, about 400 miles?south of Washington, D.C., on the?Atlantic coast, is a major military center as well as vacation destination.

Cmdr. Phil Rosi of the Navy said the two-seat jet fighter crashed about 12:05 p.m. shortly after takeoff. The jet was?assigned to Strike Fighter Squadron?106 at the base, he said.

Witness accounts of the jet dumping fuel before the crash suggest that the pilots had averted a worse disaster, according to Bruce Nedelka, the Virginia Beach EMS division chief, who spoke to?The Associated Press.

Capt. Mark Wisberger says the F-18 that crashed was on a training flight when it suffered "catastrophic mechanical malfunction" shortly after takeoff.

"By doing so, he mitigated what could have been an absolute massive, massive fireball and fire," Nedelka said. "With all of that jet fuel dumped, it was much less than what it could have been," he said.

The Navy's Weisgerber said it wasn't clear whether the dump was intentional or a result of the jet's malfunction.

Emergency officials said?some 40 apartments were damaged or destroyed in the crash.

Witnesses described a frightening scene as they saw the aircraft plummet toward the ground.

John Swain told msnbc TV he was driving,?coming off Interstate 264 to head north. "The plane came right over us and was clearly in difficulty," he said. "There was flames coming off the back. ? The plane got lower and lower and just as I turned ? it crashed."

He said the jet apparently crashed into what looked like?a two-story apartment building.

"Within five seconds of it going down I was at the building where it hit," Swain said.

Ernie Gonzalez, who is retired military, was sitting on the front porch of his daughter-in-law?s house behind the base where the jet had taken off. He said a few other jets had departed before the one that crashed for what was believed to be a practice or training run. The doomed jet quickly ran into trouble.

"He was flying real low like he didn?t have any power,? Gonzalez told msnbc.com by telephone.

"He was smoking really bad. Bad smoke was coming out of the engine. It kind of backfired a couple times. I heard two pops ? then 15 seconds later I heard the explosion."?

Gonzalez said the other jets then started circling around the crash site.

Amy Miller told The Virginian-Pilot? she was outside the cleaners where she works when she saw a plane coming down with fire on its wing.

"I saw two parachutes eject. I saw them open up and then head toward the ground to the right of the jet," she told the newspaper

About two seconds later it crashed, she said.

"It looked like it had either hit the building or slid into it. Part of the building had crumpled up," she said, according to the Virginian-Pilot.

Austin Makie, of Virginia Beach, said he was golfing with two friends on a course a few miles away from where the jet went down. He said they were riding in a cart headed to the next hole when they heard a loud boom.

"We looked around ? and there was a very large pile of smoke. There was really big stench like gas in the air," he told msnbc.com.

State and local police were on the scene to assist the military, according to Grazia Moyers, spokeswoman for the Virginia Beach Police Department.

The Virginia-Pilot reported that a shelter had been opened to accommodate people displaced by the crash.

"We are taking all possible steps at the state level to provide immediate resources and assistance to those impacted by the crash," said Virginia Gov. Bob McDonnell.

"I deeply regret that some in our community have lost their homes, and I, like many, pray for the well-being of all," said?Adm. John C. Harvey, Jr., commander of U.S. Fleet Forces, in a statement on the crash. "I must also offer my deepest gratitude to the citizens of Virginia Beach and the Mayfair Mews Apartments, as well as Virginia Beach's first responders, for their immediate and heroic response to take care of our aircrew after they ejected and all at the scene of the mishap."

Harvey?promised a prompt investigation.

No more Beats headphones with your HTC? Just what the Dr. ordered

Despite all the hype, opening up the API, and recently scooping up a music streaming service, we might have seen the end of Beats brand plugs being bundled in with HTC phones. Martin Fichter, a product executive for the phone manufacturer, told CNET that "If they want a Beats headphone, they'll buy it directly," suggesting that the lure of the in-the-box pair just wasn't strong enough for those with a penchant for bass. Perhaps this explains why the whole "Enable Beats" option embedded on the new One series no longer requires the brand's headphones to activate it? Still, if true, the move seems a surprisingly quick turn around on what was originally a much vaunted collaboration. That, or contractual obligations further up the food chain are drawing to a close.

With the Android handset market as jam-packed as it is, it can be tough to distinguish your device from the maddening crowd. We've seen some bizarre and sublime attempts to do so over the years, but few have reached the terminal velocity of HTC's skydiving fashion photoshoot aimed at promoting its new One line of phones. Has the company hit the bullseye here, or is it and its accompanying light-headed skydivers destined to splatter all over the advertising landscape? It just might take a caption contest to find out for certain.
