(AP) ? Former Secretary of State Colin Powell, a longtime Republican, is sticking with President Barack Obama in this year's election.

He told CBS' "This Morning" he respects fellow Republican Mitt Romney but thinks he's been vague on many issues.

Powell said the president got the United States out of Iraq, has laid out a plan for leaving Afghanistan "and didn't get us into any new wars."

He praised Obama's economic performance, saying, while difficult choices are ahead on taxes, spending and budgetary policies, "steadily, I think we've begun to come out of the dive and we're gaining altitude."

Obama later called Powell to thank him.

Powell, a retired general, was also a White House national security adviser and chairman of the Joint Chiefs of Staff.

Powell says he's still a Republican.

The Best Time of Year, Month, and Day to Search for a New Apartment

The Best Time of Year, Month, and Day to Search for a New ApartmentThe apartment search process is a notorious time suck. Fortunately, there are ways to optimize your search that can save you time and money. The team at RentHop crunched some data to uncover best time of year, month, and day to find the perfect place.

Best Time of Year: November

Based on RentHop data from the New York market, the best time of year to apartment hunt appears to be any time other than summer (with November being the choicest month).

Why is summer the worst time to find new digs? Every year, swarms of new grads stream into the city to start new jobs. At the same time, the one-year leases that last year's grads signed are just coming due. And the cycle continues. Thus, the summer housing frenzy begins.

Rental rates increase dramatically during this period, from July through September. If you're looking to move in September, you could be paying $90-100 extra a month on a $3000 unit. That's almost 3% more than the yearly average. (Or, 30 tall lattes worth!) For a closer look at the rate fluctuations throughout the rest of the year, see the chart below. (Hover over the chart with your mouse for more detail.)

If you find yourself looking for an apartment in the summer, try negotiating a longer lease so you can set yourself up for a cheaper renewal month next year. Landlords are often accommodating if you want to add an extra month or two to your lease. If you find an apartment in August for example, you should be able to negotiate a 14-month lease that pushes your lease end to October.

Best Time of Month: The very beginning or the very end

There are two ways you can go about it:

First Dibs Strategy: For first dibs on the best apartments, we recommend (and the New York Times agrees) that you start your hunt as close to the 1st of the month as possible. Why? Most people have leases that terminate at the end of the month, leaving apartments open starting on the 1st. You'll have first pick of the best inventory.

End-of-Month Bargains: As you close in on the end of the month, landlords desperate to fill vacancies are more willing to cut prices. After all, losing out on a month of tenancy would mean loss of income for the landlord. At this point the ball is in your court. You may not have your pick of the choicest pads, and you may be playing it fast and loose, but smart landlords should be willing to haggle if you're willing to move in immediately.

Best Time of Day to Search for an Apartment Online: Morning

Is there a best time of day to search for apartments online? According to data crunched by the San Francisco based LiveLovely.com, the ideal time to look for apartments online is between 9am-5pm, when most new listings are posted. According to our data, most brokers post in the morning between 9am-10am.

Obama's Ground Game Makes Iowa Tough Turf For Romney

It's Election Day in Iowa, and it has been for weeks.

Recent polling in the state shows Republican Mitt Romney quickly closing the gap in the presidential race, but that may be less and less important with every day that passes. Political watchers say President Obama has been successful this year at getting his supporters to take advantage of Iowa's early voting system and that likely has given him a head start at a time when he still leads in the polls.

Pollster Ann Selzer, who runs the respected Des Moines Register survey, said there are signs that Iowans who have already cast a ballot are leaning heavily toward Obama.

"Two-to-one, people who say they have already voted are Barack Obama supporters," Selzer told TPM. "The majority of people who plan to vote early are Barack Obama supporters. The majority of people who plan to vote on election day, Romney supporters. I think that's what's gets tricky ? you have to have a huge margin on election day to offset the Democrats."

Early voting in Iowa began on Sept. 27, and already nearly 520,000 people requested early ballots, according to elections officials. Of those, some 347,000 had filled out and returned them as of Oct. 22.

In 2008, a little more than 1.5 million people voted in Iowa and the state's six electoral votes went to Obama by a solid 9.5 points. Few expect that sort of margin this time around, and polling throughout the summer suggested the state might be one of Romney's best pick-up opportunities.

"I think that [Romney's] early showing has a lot to do with there being a Republican caucus and nothing happening on the Democratic side," Selzer said. "You had a lot of Republican messages in this state, a lot of 'Fire Barack Obama' messages. ... So that had a lasting impact."

As the summer faded, Obama started to tick up in the state in September and October, even though current polling has been mixed.

"The reason Obama became stronger is two things ? first of all there are economic signals that things are getting better, and that became a little hard to ignore ... and I think Obama has in place a stronger ground game, and that is starting to pick up," Selzer said. "So all of the people that he had in place from four years ago, a lot of that infrastructure is still there. Romney sat out Iowa, really, and has chosen to have less presence in terms of a ground game ... and in Iowa, with so much early voting, that ground game is really critical."

And that could make all the difference in the state. Polls of late have been more cloudy -- President Obama held a solid 8-point lead in a NBC News/Marist College poll released Thursday, but Romney was up 49 percent to Obama's 48 percent in a survey from Democratic-leaning Public Policy Polling the day after. But among likely voters ? a solid 34 percent of the NBC/Marist sample and 31 percent those polled by PPP ? two-thirds had already cast their ballots for the president, with a third going for Romney.

Overall, the PollTracker Average of Iowa shows Obama with a small lead.

"When likely voters intend to cast their ballot tells us a lot about what is happening in Iowa," Lee M. Miringoff, director of The Marist College Institute for Public Opinion, said in a statement, citing the Obama advantage among early voters. "In contrast, Romney leads by double digits with those who will vote on Election Day."

That means a key for the Obama campaign will be to overwhelm the Republican ticket before Nov. 6 so that Election Day becomes somewhat a foregone conclusion.

Selzer pointed the youth vote. During the last month, President Obama, Vice President Biden and First Lady Michelle Obama have all campaigned on college campuses with an early voting station set up nearby. That allows the campaign to point supporters directly to the place where they can drop off their ballots before the buzz of the rally wears off.

Selzer said that kind of push could send early voter turnout to huge levels this year. Thirty-two percent of Iowa voters cast their ballots early in 2008 and 35 percent did in 2010. The question this year is whether it will approach 50 percent.

"If it's half, that will be jaw-dropping," Selzer said. "But it feels within the realm of possibility."

George Zimmerman judge OKs question: Who was the real Trayvon Martin?

The new judge in George Zimmerman's second degree murder trial allowed defense attorneys to subpoena social media networks and peruse Trayvon Martin?s school records to determine whether the slain teen had a violent past.

By Patrik Jonsson,?Staff writer / October 20, 2012

George Zimmerman, the former neighborhood watch volunteer charged with second-degree murder for the shooting death of Trayvon Martin, looks on during his hearing at the Seminole County Courthouse in Sanford, Florida on Friday.

In sparking a nationwide call for justice, Trayvon Martin?s parents painted the slain teenager as sweet, aspiring, and well-meaning ? notions backed up by a baby-faced photo that led President Obama to suggest, ?If I had a son, he?d look like Trayvon.?

But on Friday, a new judge in the second degree murder case against George Zimmerman, the 29-year-old volunteer watchman accused of profiling, accosting, and then murdering an unarmed Martin on Feb. 26, made a major ruling that could alter that image.

Circuit Court Judge Debra Nelson allowed, with limitations, defense attorneys to dig deep into Martin?s social media scribblings and school records to determine whether the boy had a violent streak that may have put Zimmerman into a self-defense stance.

Gun nation: Inside America's gun-carry culture?

Whether any evidence dug up by Zimmerman?s defense team ever makes it to the media or the public will be up to Judge Nelson. But the ruling opens up a major new break in what?s shaping up to be an emotional, heart-wrenching trial that will explore not just Zimmerman?s guilt, but the extent to which race played into both Zimmerman?s actions and decisions by police in the aftermath.

?I have had anecdotal evidence that there were videos out there suggesting that [Martin] involved himself in MMA (mixed martial arts) fighting, he had an experience level with that,? Mark O?Mara, Zimmerman?s attorney, said after Friday?s court hearing. ?I think the judge hit it on head ? that reputation for violence is an issue in this case.?

The shooting caused a national uproar about racial profiling and permissive gun laws when local police in Sanford, Fla., where Martin was killed, let Zimmerman go free, citing the 2005 ?Stand Your Ground? law in Florida, which negated the legal doctrine of ?duty to retreat? in the face of an attack. Forty-four days later, a special prosecutor filed second degree murder charges against Zimmerman, who is now out on bond at an undisclosed location in Seminole County.

On Friday, Martin?s parents, Tracy Martin and Sybrina Fulton, called Judge Nelson?s decision to allow the school and social media subpoenas a travesty, suggesting that by opening up Martin?s records it would allow defense attorneys to ?make a dead child seem as if they?re the perpetrator.?

Yet there?s a sound legal reason for the judge allowing the defense to go on the offense, says George Dekle, a law professor at the University of Florida. True, he says, the prosecution has stated that the basic facts of the case ? a grown man profiles a boy as a criminal, instigates a confrontation, then shoots him dead when the boy defends himself ? substantiate a second degree murder conviction.

HTC Droid Incredible X possibly spotted with Verizon badging intact (Update: DLX is short for 'Deluxe')

HTC DLX possibly photographed in its long, long rumored Verizon badging

It's about time. The HTC DLX has most often been rumored carrying a Verizon-style 6435LVW or Droid Incredible X name, and yet it was unveiled first in Japan as the J Butterfly; we really needed the photos just now surfacing at Android Central to remind us that the 5-inch, 1080p gigantophone could still come to Big Red. While nothing's confirmed yet, the black-with-red-trim design and all too prominent Verizon labeling make a convincing case for the DLX's ultimate US destination. A helpfully provided phone profile screen might be more interesting to some, as it hints that we might get the same quad-core Snapdragon S4 Pro, 2GB of RAM and 8-megapixel rear camera as in the J Butterfly -- Verizon won't pull a Droid Incredible 4G LTE and tone down the hardware, if this is true. Without any more details, we're still left wondering just how soon Verizon could commit to launching the smartphone. There's no guarantees that Verizon will follow KDDI's schedule and ship in early December.

Update: We've been wondering whether the odd name was meant to be short for Droid Incredible X, i.e. "DIX" instead of "DLX," but our friend @evleaks on Twitter just showed us a list of device PIDs that mentions the latter. @evleaks also suggests that DLX might be short for the codename "Deluxe" for the international variant, just as "ENRC2" was short for "Endeavor C2" (One X+).

Update 2: It turns out the J Butterfly has the codename "Deluxe J" in its bootloader menu, so there you have it. Thanks again, @evleaks!

In race to 270, it may come down to 106 counties

LEESBURG, Va. (AP) ? How Virginia goes in the presidential election may come down to voters who live amid the small wineries, affluent subdivisions and Civil War battlegrounds of Loudoun County.

Voters in the tony Hamilton County suburbs around the humming riverside economic engine of Cincinnati may tip the balance in Ohio.

To win Florida, either President Barack Obama or Mitt Romney probably will have carried Hillsborough County, where the urban seaport town of Tampa bleeds into communities of Spanish-speaking voters and retired Midwesterners.

Those areas are vastly different, yet each is full of fickle voters and bound by a proclivity to swing between Republican and Democrat every four years. All are main targets as the president and his Republican challenger look for enough victories in enough states to reach the 270 electoral votes needed to capture the White House.

The race may come down to an even narrower slice of the electorate than the nine most contested states: Colorado, Florida, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Virginia and Wisconsin. The outcome probably will depend on what happens in the 106 counties that Republican George W. Bush won in 2004 and that voted Democrat Obama in 2008, according to an Associated Press analysis.

The AP reviewed the vote returns in those nine states during the 2000, 2004 and 2008 elections to identify the counties that have swung between the parties and were most likely to do it again on Nov. 6.

These counties are home to people such as Matt Blunt, a 42-year-old IT manager from Sterling, Va., in Loudoun County, outside Washington. Blunt voted for Obama in 2008, hoping he could change Washington's bitter tone, but now backs Romney.

"What I see in Romney is the stronger potential for leadership than we've seen in the past four years," Blunt said, adding that Obama "hasn't lived up to the promise."

In these counties more than anywhere else, voters' phones ring every night with automated telephone surveys. Every day, glossy mailers hit their mailboxes. Televisions crackle day and night with campaign ads.

In fact, voters in the Cincinnati, Tampa and northern Virginia TV markets have been subjected to presidential campaign advertising totaling $127 million, almost one-fifth the total spent nationwide this year.

"There's more ? and more concentrated ? contact with voters in these counties that swung back and forth in these states than anybody," said Charlie Black, a veteran Republican presidential campaign strategist and informal Romney adviser.

In a race where any bit of an advantage could make the difference, the campaigns go to all this trouble to sway a tiny fraction of the electorate. In 2008, there were 6.2 million votes from those 106 counties; that was not even 5 percent of the roughly 137 million who voted for president.

There is no single reason to explain why these counties seem to shift with the political wind. Their voters are far from monolithic, having little in common other than their voting patterns.

In most of these places, there are few truly undecided voters, forcing Obama and Romney to subdivide the electorate in their attempt for any edge.

In northern Virginia, for example, Obama is reaching out to newcomers and younger veterans. Romney's pitch is stronger toward retired military members, sportsmen and social conservatives.

In counties in the West, Obama is courting educated women and Hispanics. Romney is attempting to make inroads with both, but is more focused on businesswomen and small-business owners.

As a whole, voters in these counties are less racially diverse than the nation, with a smaller percentage having with a college education.

One such area is working-class Sandusky County, Ohio, where the automotive industry's rebound has pushed the county's unemployment below the state average. The list also includes parts of southern Virginia with a substantial African-American population and North Carolina's Research Triangle.

If there's one area where these counties are linked, it may be that many have a wide segment of working-class white voters, an important group for Romney and one that Obama has struggled with.

In the hunt for 270, Obama starts with more states and electoral votes in his column. Romney must take back from the incumbent some states that Obama carried four years ago, including North Carolina and Virginia, which had been reliably Republican until 2008.

In Virginia, public and private polls show Obama narrowly ahead. Internal Republican polls have shown Romney leading in Loudoun and Prince William counties. Over time, these once reliably Republican counties have become more politically diverse, as younger, well-educated, racially and ethnically diverse voters have flocked to Washington's suburbs. Obama won four years ago by aggressively going after them and the state's robust African-American electorate.

Romney can win Virginia by taking Loudoun County away from the Democrats, holding down Obama's likely edge in other Washington suburbs, and running up big numbers in rural southern Virginia and the conservative Tidewater area.

In Ohio, Romney needs Hamilton County, especially the Cincinnati suburbs, to offset Obama's edge in Cleveland, Columbus and Dayton. Obama needs to trim Romney's advantages in the suburbs and southeastern Ohio's coal country.

The dynamic is similar in Nevada's Washoe County. It's home to Reno, a gambling mecca at the foot of the Sierra Nevadas that is a diverse mix of people, including retired and active-duty military from the nearby Naval air base, Hispanics and transplants from northern California.

If Romney stands a chance of carrying Nevada, he needs to cut into Obama's edge in Las Vegas and run up big margins in the vast ranching and mining country elsewhere. But he stands little chance of beating Obama in Nevada without Washoe County, which accounts for 15 percent to 20 percent of the state's vote.

While Obama has concentrated his Nevada efforts on Las Vegas, Romney has focused aggressively on Washoe County's veterans, and for good reason.

"Washoe is a county where Republicans need to win to have a chance in Nevada," Democratic pollster Paul Maslin said.

But some swing-voting counties don't look like they may be swinging back any time soon.

The best example is Osceola County, a bedroom community to Orlando, Fla., that has experienced an influx in the past decade of Puerto Ricans, Hispanics who are U.S. citizens.

The shift of these typically Democratic-leaning voters, as well as other Spanish-speaking voters in Colorado and Nevada, is part of longer-term trend going in the Democrats' favor and spreading into other neighboring states over the coming generation.

While it bodes well for Democrats in the future, there are no guarantees for Obama this year.

Schneider reported from Florida.

Brasserie Malmaison Review | A Girl Has to Eat - Restaurant ...

The Malmaison Hotel in Clerkenwell has a lovely little spot overlooking the adorable greens of Charterhouse Square. A self-styled luxury hotel, the Victorian exterior of the hotel is charming and inviting. The limited road access to the hotel also helps to ensure low noise levels.

Once inside, you hit the lobby, and to the right are stairs leading down to the brasserie in the basement. In contrast to the exterior, the restaurant?s d?cor looked tired and the lighting could have been better.

We started with a reasonably priced Cornish crab starter (?9.50). There was a lovely fresh, sweetness in the crab which had been dressed with a mint and shallot dressing. However deep-fried avocado fritters proved bland. The dish would have worked better with a no-frills simple accompaniment of ripe avocado.

From the specials, squid with chorizo (?6.95) went down less well. Containing both deep-fried and grilled squid, the former was tender whereas the latter was overdone and chewy. Furthermore, the chorizo did not pack a deep smoky flavour.

I usually dread ordering chicken at a restaurant as it typically lends itself to being overdone. But the half roasted Normandy chicken (?14.95) proved to be rather moist and tasty. The accompanying bread sauce was bland however, and there was a hint of bitterness in the roasting juices.

C?te de boeuf (400gm) ? dry aged prime rib steak served on the bone (?27.95) was tender and satisfying. But being quite thinly cut, it erred more on the side of medium than the requested medium rare. Nevertheless, the steak was of a great quality and very tasty.

Sides of steamed spinach, grilled garlic & chilli flat cap mushroom, young carrots with chervil butter (all ?3.25) were all nicely done.

Sticky toffee pudding (?6.95) with a pecan caramel sauce and vanilla ice cream was rather yummy. The caramel sauce was rich, sweet and decadent and really hit the spot.

On the whole, the food at Malmaison Brasserie was nicely done and tasty, if somewhat uninspired. The restaurant also lacked for atmosphere so it doesn?t make for a destination restaurant. But if I were staying at the hotel and looking for somewhere convenient to eat, I would have no qualms eating at the Brasserie either. We found the table service attentive, but the bar service less so.

Food rating: 3/5
Service: 3/5

Price range: About ?28 ? ?48 per head. Excludes drinks and service.

Egypt protesters rally against Islamist president

CAIRO (AP) ? Several thousand Egyptian protesters are rallying in Cairo to demand the president and his Muslim Brotherhood supporters ensure the country's constitution represents all factions of society.

The 100-member assembly tasked with writing the new charter is packed with Islamists, many of whom are Brotherhood members.

The rally comes as the Brotherhood's Freedom and Justice Party is set to elect a new party chief Friday after President Mohammed Morsi resigned the leadership after his June election.

Protesters from a wide range of groups ? from revolutionaries who helped topple the old regime last year, to supporters of that regime ? are marching to the capital's central Tahrir Square.

They also seek an apology for violence last week, when Morsi's Brotherhood backers clashed with anti-government protesters, leaving more than 100 people injured.

William Hunter, longtime adviser to two New Orleans sheriffs, dead ...

William Hunter, who served a short stint as Orleans Parish Criminal Sheriff in 2004, died Monday of heart failure at Interim LSU Public Hospital. He was 69.

Hunter ran the sheriff's office for 10 months after his longtime boss, Charles Foti, was elected Louisiana's attorney general. He initially declared he had no interest in running for a full term, but unsuccessfully stood for election later that year. Mr. Hunter went on to work for Marlin Gusman, the victor, as a chief deputy.

Mr. Hunter was a top adviser to Foti for a quarter-century. He earned bachelor's and master's degrees at Tulane University.

After serving as a Marine in Vietnam, Mr. Hunter was a member of the Mayor's Criminal Justice Coordinating Council before joining Foti's office in the late 1970s.

He was director of the office's Intake and Processing Center and the Records and Property Division. He also oversaw several programs within the office, such as a pretrial release program and the National Institute of Justice's Arrestee Drug Abuse Monitoring program.

After Foti was elected state attorney general in 2003, he named Mr. Hunter chief deputy in January 2004, clearing the way for him to be his interim successor when Foti took the oath of office two days later.

At that time, Mr. Hunter's response was terse -- "Absolutely not" -- when asked whether he was interested in running for the job that fall.

"I have no interest in political office," he said.

Six months later, Mr. Hunter changed his mind, saying the city's criminal-justice system was in "desperate need" of an experience corrections professional such as himself.

He placed third in a nine-person field.

Survivors include his wife, Charlotte Hunter, and a stepson, Sebastian Peters.

A funeral will be held Saturday at 1:30 p.m. the chapel of Tharp-Sontheimer-Tharp Funeral Home, 1600 N. Causeway Blvd., in Metairie. Visitation will start at 9 a.m.

Burial will be in the Garden of Memories.

Social Security: 7 common myths busted

Whether it will be around when you retire or not, Social Security is a difficult thing to understand. Here are seven common questions about the program, explained.?

By Renee Morad,?Contributor / October 13, 2012

That?s a question lots of Americans are probably asking themselves, though it?s certainly not the only thing we might be wondering when it comes to Social Security. Given our national retirement program?s handbook of 2,728 rules and countless interpretations, few participants are likely to thoroughly understand it.

To help shed light on Social Security, we recently set out to separate fact from fiction. Below are some of the most common Social Security myths, along with explanations:

Myth: Social Security funds are running dry, so I should collect as soon as possible

The most recent government-issued report projects that Social Security will?run out of funding by 2033. This is earlier than previously expected, but doesn?t necessarily mean Social Security will be gone in 20 years. It means system revenues won?t be capable of paying 100 percent of promised benefits under the law. The Social Security Administration estimates that benefits could be reduced by 22 percent at that point and may continue to decline if Congress doesn?t intervene.

Meanwhile, an increasing number of Americans are taking Social Security at the minimum age of 62, according to?SmartMoney. But experts insist that it pays to wait. For each year you hold off on collecting Social Security after reaching full retirement age ? which is typically age 66 for baby boomers ? you?ll get an 8 percent increase in benefits. So waiting till 70 means about a third more income.

Myth: I?ll be able to live comfortably on Social Security alone

If you?re counting solely on Social Security to support you after retirement, you might find yourself in a difficult financial situation: The average Social Security payment to a retired worker is around?$1,234 per month?? slightly more than the Federal minimum for a month?s wages.

So unless you?re prepared to supplement Social Security with savings or a pension, be prepared for a challenge. Consider cost-cutting measures, like minimizing housing expenses, as well as earning extra income. You can work and claim Social Security benefits at the same time.

Myth: The more money I make now, the more I?ll get back later

Social Security?s progressive benefits formula favors low-income workers; they tend to get back a greater percentage of what they put in compared to higher-income workers. But for many retirees today, the amount they?ve paid in over the years will likely exceed what they?ll take out, according to?an analysis by The Associated Press.

This has also changed drastically with the times. According to The Associated Press, those who retired in 1960 could expect to receive seven times more in benefits than they paid in taxes. Last year, data showed a retired married couple who paid $598,000 in Social Security taxes throughout their careers could expect to collect only $556,000 in benefits ? and that?s if the man lives to 82 and the woman to 85, according to an Urban Institute study.

Myth: Social Security is only for the retired

The program provides benefits for disabled workers of all ages ? though qualifying for benefits can be challenging. It also provides survivor benefits to dependents of workers who pass away.

Myth: Qualifying for disability will be easy

With more than 8 million Americans receiving Social Security Disability Insurance, you?d think anyone unable to work due to a long-term physical or mental disability would be covered. But that?s not necessarily the case. Applications are up nearly 50 percent over a decade ago, and some applicants have to wait?two years or longer?for a resolution. For tips on qualifying for disability benefits, take a look at?SSA.gov.

Myth: If I?m divorced, I can?t collect benefits from my ex-spouse

You can collect retirement benefits on your ex-spouse?s record if you were married for at least 10 years. However, you can?t collect benefits if you remarry ? unless your second marriage also ends.

Myth: If I?m collecting Social Security, I?m an obvious target for identity theft and scams

You should always keep a eye out for scammers. Recently,?CNNMoney?reported that identity thieves are targeting seniors by fraudulently rerouting Social Security benefits to their own accounts. But that doesn?t mean?only?those at retirement age are at risk ? anyone with a Social Security number is.

Surprisingly, children are even more at risk for getting their Social Security number stolen, according to a?Carnegie Mellon University?CyLab study. An astounding 10 percent of children surveyed had someone else using their Social Security number. For ways to avoid identity theft targeting children, check out our story?Your Child Might Be an Identity Theft Victim.

Myth: I?ll be eligible for Medicare as soon as I can collect Social Security

Americans can?t earn Medicare benefits until age 65, but can collect Social Security as early as 62. Exception: If you collect Social Security Disability, you?ll get Medicare coverage automatically after two years.

'Merits of govt debt depends on how it's used' - The Nation

Home ? business ? 'Merits of govt debt depends on how it's used'

THE NATION October 13, 2012 1:00 am

Are you concerned with the current level of public debts if they include off-balance-sheet deficits in fiscal years 2013 and 2014? The Cabinet on October 9 approved public debt management for fiscal year 2013 with planned borrowing of Bt950 billion. This will raise the country's ratio of public debt to gross domestic product to nearly 49 per cent, close to the level during the 1997 Asian financial crisis. This has raised concern as Thailand moves in the opposite direction of Western countries facing financial crisis and attempting to lower their budget deficits and levels of public debt.

It depends on what the borrowing will be used for. If people feel that the government uses it to finance useful projects that strengthen the nation's economy and competitiveness, this will yield returns in the future. There might be no problems in economic and social issues. Foreigners keep an eye on not only GDP, but also the public debt level.

In the past some units, such as the National Economic and Social Development Board and the Budget Bureau, would ask questions when the government over-borrowed. Why aren't there any units doing this?

I have also questioned the government agencies on what they are doing. Both good and bad debts arise when the government takes off-budget loans. The off-budget debts are incurred without Parliament's scrutiny despite the lack of urgency to do so. This is against fiscal discipline. However, I haven't heard any comment from the Ministry of Finance's permanent secretary or any directors-general. I think there is a fearful environment. Thus we perform our duty as the opposition.

This does not include the Bt2.27-trillion budget the government plans to invest in infrastructure and mega-projects in the next four to five years. Are these worthwhile investments amid the gloomy global economic situation?

If the projects are executed efficiently, they are worth investing in.

When borrowing is done off-balance-sheet, it avoids parliamentary oversight.

Normally, projects are proposed in detail to the Budget Committee for consideration, if they run through the budgetary process. All of the disbursement plans are outlined in detail. Budget monitoring is done. However, the emergency decree allows the government to borrow without the parliamentary process.

Will we confront problems in the future, as many have started warning, if we do much more public borrowing?

If the current government does this, the next government may have to solve a crisis. It's not only figures, not only public debt to GDP. Japan's public-debt level has stayed over 200 per cent of its GDP and the country is still in a good shape. It also depends on the confidence in the economy, the government's policies, the efficiency of policy implementation and the level of corruption.

If you become finance minister again, will you raise taxes?

I raised taxes in the first six months after I took that government office. We had a real crisis, and government revenue was expected to be below target. We borrowed first and increased taxes second. Then we increased excise taxes on all types of fuel. The opposition at the time, certainly, criticised us. However, when the economy recovered, we lowered those taxes. Therefore, we need to be brave to do the right things.

The International Monetary Fund has said China, Malaysia and Thailand have depended too much on exchange-rate policy, compared with the medium-term fundamentals. The IMF suggested these countries use fiscal stimulus instead to stimulate exports. What do you think about this?

Previously, Thailand followed its regional peers. Now, the country has been entering an investment period, and it may need a stronger currency, allowing Thai people to pay less for imports. Inflationary issues could be reduced. However, our exports might find it more difficult to compete. We need to have a clear strategy to find a balance.

What will likely happen with the fiscal stance and the Thai rice industry if the pledging scheme continues? Does this scheme raise farmers' incomes?

I see this as the worst among all of the governments' policies. This scheme does raise farmers' incomes. However, according to academic research, for every Bt100 the government spends on this scheme, farmers gain only Bt30. This indicates inefficiency in helping farmers. On another point, this project suffered a loss of about Bt150 billion in the first year of implementation because of the differential of rice prices and administrative costs.

2 Debates and No Mention of the Fed: How Is that ... - Yahoo! Finance

Follow The Daily Ticker on Facebook!

With two debates down and two to go, there's a lot of talk about who's winning and losing, about "style points" and, of course, intense scrutiny on what's been said. But let's take a moment to reflect on what hasn't been discussed or hasn't gotten nearly enough attention at the halfway point of the debate cycle:

The Fed & Ben Bernanke

There have been two debates and no mention of the Federal Reserve? How is that possible? The economy is the biggest issue of this campaign and the Fed is playing a huge role in the economy so it's hard to fathom that not one question has been asked about Ben Bernanke & Co. and none of the candidates have brought up the central bank.

One theory is that the "average" American doesn't care about the Fed, know what it does or who Ben Bernanke is. I think that underestimates the intelligence of the American people. They might not understand the intricacies of monetary policy but they do know they're getting almost no return on money markets and CDs and that a zero interest rate policy is highly abnormal.

Related: No, the Fed Does NOT 'Print Money': Just Explain It

Moreover, Ron Paul rose to national prominence in large part because of his criticism of the Fed and his "audit the Fed" bill passed the House this summer.

Some believe the politicians don't want to mention the Fed because Bernanke's easy money is letting them get away with not seriously dealing with the deficit; all the more reason to have the discussion in these debates.

In sum, it's a black mark on both moderators and all four candidates that Fed policy ? and Ben Bernanke's future ? hasn't been the topic of intense debate.

How to Fix Housing

Arguably the most important economic indicator, housing has shown signs of life. Friday morning, JPMorgan CEO Jamie Dimon said "housing has turned the corner," a view supported by trends in home prices, starts and permits as well as the drop in foreclosures.

Vice President Biden referenced the Obama administration's efforts to help homeowners last night ? "we moved in and helped people refinance their homes," he said ? and chided Republicans for allegedly blocking legislation that would "help 14 million people who are struggling to stay in their homes because their mortgages are upside down, but they never missed a mortgage payment."

It would've been nice to hear a discussion about whether the administration's efforts really have helped homeowners and, conversely, what the Romney-Ryan plan is to help ensure the nascent, still-fragile, housing recovery takes hold.

Rising Gasoline Prices

Gas prices are at or near record levels, which is the ultimate pocketbook issue for millions of Americans.

In the first presidential debate, Mitt Romney mentioned that "gasoline prices have doubled under the president."

But most of the discussion that night was about U.S. energy policy and whether or not President Obama deserves credit (or blame) for the increase in domestic drilling.

There was zero mention of gas prices in last night's VP debate, or rising food prices for that matter; that's a missed opportunity and belies the notion that the candidates are really focused on issues that matter to the middle class.

Let me know what you think: Are there other issues the candidates should be paying more attention to? Or do you feel like the debates so far really have focused on the "right" issues?

Home Improvement Can Save Money Seven Ways | SouthGate ...

Home ? Home ? Home Improvement Can Save Money Seven Ways

Home improvement is not only used to update your home, but is an important part of maintaining its functionality. This article shows ways to make minor maintenance type improvements to your home that will increase the cost of your energy use.

Insulating the water pipes that carry hot water to your kitchen and bathrooms can save energy by preventing the water from cooling as it passes through them. Many times the hot water heater is located in the basement area, and since that area is often cooler, the water can lose heat along the way. Preformed foam insulation is easy to install and does not cost a lot.

You can waste a lot of energy dollars if your home is leaking air. Whether cold air is coming inside during winter, or warm air is entering during the summer, your heating and cooling system will need to work overtime to compensate for it. Test the seals around your windows and doors by passing a lighted candle around the door and window frames. If the candle flickers, there is air entering your home at that point. Use caulk or weather stripping to seal the cracks and make sure your home is weather tight.

Dimmer switches not only allow you to choose the amount of light you want in a room, but they cut down on the amount of electricity used. If you do not know how to change the switches yourself, have an electrician do it to ensure the job is done safely.

Using ceiling fans in rooms with higher ceilings can prevent the heat in a room from staying near the ceiling. It is always good to keep the air in a room circulating to prevent it from feeling stagnant. When it is warm outside, using a ceiling fan will help your home feel cooler and you will not need to use air conditioning as much.

Replace the air filters in your furnace according to the recommended schedule. A clogged air filter can prevent heated air from passing into your duct system efficiently, increasing the amount of time your furnace needs to run.

A leaky faucet is not only annoying, but it can increase your water bill. You may be surprised how much water is wasted when your faucet is leaking all day and every day. If the faucet is older, you may be further ahead to just replace the whole thing. Faucets are relatively easy to install, but if you have problems with it, call a plumber or someone more experienced than you are.

An attic that is not adequately insulated can cause a lot of extra energy consumption. During hot weather it will be harder to keep your home cool, and heating your home will be more costly in the winter. Not only will there be extra energy costs, but damage can happen to your roof and the structure of your home because of condensation.

The seven home improvement tips in this article will help you keep your home well maintained and save energy costs. If you should need to sell your home, much of it?s value will depend on it being in great condition.

Animals' microbial communities linked to their behavior

ScienceDaily (Oct. 11, 2012) ? New research is revealing surprising connections between animal microbiomes -- the communities of microbes that live inside animals' bodies -- and animal behavior, according to a paper by University of Georgia ecologist Vanessa O. Ezenwa and her colleagues. The article, just published in the Perspectives section of the journal Science, reviews recent developments in this emerging research area and offers questions for future investigation.

The paper grew out of a National Science Foundation-sponsored workshop on new ways to approach the study of animal behavior. Ezenwa, an associate professor in the UGA Odum School of Ecology and College of Veterinary Medicine department of infectious diseases, and her coauthors were interested in the relationship between animal behavior and beneficial microbes.

Most research on the interactions between microbes and their animal hosts has focused on pathogens, Ezenwa said. Less is known about beneficial microbes or animal microbiomes, but several recent studies have begun to explore these connections.

"We know that animal behavior plays a critical role in establishing microbiomes," she said. "Once they're established, the microbiomes then influence animal behavior in lots of ways that have far-reaching consequences. That's what we were trying to highlight in this article."

Bumble bees, for example, obtain the microbes they need through social contact with nest mates, including consuming their nest mates' feces-a not uncommon method for animals to acquire microbes. Green iguanas establish their intestinal microbiomes by feeding first on soil and later on the feces of adult iguanas.

"There are a lot of behaviors that animals might have that allow them to get the different microbes they need at different points of their lives," Ezenwa said.

Microbes, in their turn, influence a wide range of animal behaviors, including feeding, mating and predator-prey interactions.

One recent study found that fruit flies prefer to mate with others that have microbiomes most similar to their own. Another found that African malaria mosquitoes were less attracted to humans who had a greater diversity of microbes on their skin, possibly because certain microbes produce chemicals that repel these mosquitoes.

Other studies have focused on understanding the mechanisms by which microbes influence behavior.

"Recent experiments have been able to assess the molecules that are involved in communication between microbes in the gut and the brain of mice, showing that microbes are associated with shifts in things like depression and anxiety in these mice," she said. "There are huge implications in the role these microbes play in regulating neural function."

Ezenwa's own work involves investigating how social behavior and interactions between organisms might increase their likelihood of acquiring parasites and pathogens. She is starting a new project examining animal behavior and microbiomes in relation to infectious disease.

"As in the example of the bumble bees, behavior might control the microbes an animal acquires, and those microbes might then influence the animal's vulnerability to pathogens," she said.

The authors conclude that it will take a combination of molecular and experimental approaches to answer questions about the complex interactions between microbiomes and animal behaviors.

"This is a new, emerging topic that's worthy of much more investigation," Ezenwa said.
